The Evergreen Model: Adaptive by Design

This discussion paper introduces the Evergreen Model, an architecture for understanding how different forms of human capability retain, lose, renew, and demonstrate value as labour markets change. The model addresses a central problem for education, workforce development, employers, and public policy: capabilities do not depreciate at the same rate. Some remain useful across decades, occupations, technologies, and institutional contexts; others lose value quickly as tools, workflows, regulations, credentials, and employer expectations change. Below is a conceptual discussion paper that frames a larger research project. The full policy report will be released in fall 2026.
